Reduces the minimum population requirement for village incorporation from 2,000 to 1,500 regular inhabitants in sections 2-200 and 2-202 of village law.

Repeals paragraph g of subdivision 1 of section 2-206 of village law and renumbers section 2-260 to section 2-259.

Sets the effective date as January 1, 2024, replacing the previous "immediately" effective date provision from the 2023 amendments.

Grandfathers two specific village incorporation petitions filed in February 2017 and May 2019 in towns with populations exceeding 90,000 in counties with populations exceeding 900,000, allowing them to proceed under the prior law through January 1, 2040.

Requires a fiscal and service impact study by the Center for Government Research for the grandfathered petitions, to be posted on the Department of State website by April 1, 2024, with 90 days public review before any referendum.
