Changes program name from "Clean Energy Outreach and Community Planning Program" to "Renewable Energy Outreach and Community Planning Assistance Program" throughout the Public Authorities Law.

Expands the New York State Energy Research and Development Authority's authority to establish, augment, or expand renewable energy outreach programs providing information and technical assistance for siting and development of renewable energy technologies.

Requires annual reporting beginning April 1, 2025, including data on local governments reached, forums held, planning tools developed, service provider contracts awarded, funds invested, and program effectiveness assessments.

Modifies definitions to replace "renewable energy facility" with "renewable energy" (as defined in Public Service Law Section 66-p) and adds new definition for "renewable energy technology" as all methods used to generate, distribute, store, and support renewable energy systems.

Repeals paragraph (e) of subdivision 7 of Section 94-c of the Executive Law relating to the program.
