Reduces the prohibited distance for digital billboards near Mitchell-Lama housing from 1,500 feet to 1,000 feet.

Expands the prohibition to cover both erecting/installing new digital billboards and operating existing ones that use flashing, intermittent, or moving lights.

Applies only to residential and commercial properties near Mitchell-Lama housing developments with at least 10,000 units in cities with populations of one million or more.

Allows cities with populations over one million to enforce this section concurrently through the corporation counsel or other designated lawful representatives.

Removes provisions allowing municipalities to impose local restrictions on outdoor advertising and eliminates the civil penalty structure ($1,000 for first violation, $5,000 for subsequent violations).
