Amends standards for emergency evacuation plans in high-rise buildings to address needs of individuals with disabilities, developed in consultation with disability advocacy organizations identified by the Department of State and the Office of the Chief Disability Officer

Requires evacuation plans to consider procedures for evacuating individuals with disabilities, including optional lists of individuals who affirmatively request inclusion with their names and room numbers, accessible egress routes, areas of refuge, and information on available evacuation assistance devices

Restricts access to disability lists within evacuation plans to building management, staff, law enforcement, and fire safety personnel only; prohibits sharing with other building occupants and requires confidentiality of such information

Makes evacuation plans available to building occupants, management, and law enforcement in multiple formats including large-print (18-point font or larger) and Braille, with annual updates required

Exempts hospitals, assisted living residences, adult care facilities, and certain age-restricted residential buildings from requirements; establishes effective date of January 1, 2025
