Requires the Department of Health Commissioner to establish a blood clot and pulmonary embolism policy workgroup composed of healthcare providers, patients with blood clots, family members of deceased patients, advocates, and interested parties.

Governor, temporary president of the senate, and speaker of the assembly each appoint two members; commissioner appoints the chair and members receive no compensation but may be reimbursed for actual expenses.

Workgroup must study and recommend policies on blood clot and pulmonary embolism incidence, treatment standards, risk surveillance systems, patient awareness, and guidelines affecting standard of care in hospitals, nursing homes, assisted living facilities, and ambulatory surgical centers.

Workgroup must submit a written report with recommendations to the commissioner and legislative leaders no later than one year after the law's effective date; commissioner shall publish recommendations on the department website.

Act takes effect 90 days after becoming law and automatically expires and is repealed two years and 90 days after becoming law.
