Division for Small-Business must compile and publish a small business compliance guide by January 31st each year in consultation with relevant state agencies.

Guide must inform small business owners of statutory and regulatory changes from the previous calendar year, covering permits, licenses, taxes, insurance, workplace safety, workers' compensation, wages, hours, and benefits.

Guide must use plain and commonly understood language, limit technical terms, and include contact information for relevant state agencies.

Commissioner must publish the guide on the Division for Small-Business website and conduct annual public awareness campaigns using public forums, social media, and mass media to promote the guide.

Division for Small-Business must coordinate with statewide and regional business advocacy organizations to educate small business owners about the guide and available compliance resources.
