Requires agencies to acknowledge FOIL requests within five business days or the request is deemed denied and appealable.

Sets a 30-day maximum deadline from receipt of request for agencies to grant or deny FOIL requests, with written explanation required if acknowledgment states a longer timeframe.

Allows agencies to extend response deadline to 60 days maximum only if granting the request in whole or in part and unable to complete response within 30 days; request deemed denied if not responded to within 60 days.

Prohibits agencies from denying requests based on volume or burden if they can engage outside professional services to assist with copying or programming, with costs recoverable from requesters.

Requires state agencies with websites to provide online submission options for FOIL requests, effective January 1, 2025.
