Requires the Department of Environmental Conservation to submit an annual stormwater expenditure report to legislative leaders no later than July 1st following the bill's effective date.

Report must be prepared in consultation with the Environmental Facilities Corporation, Department of State, and other applicable agencies and state authorities.

Report shall include amounts spent on stormwater funding in the prior fiscal year and recommendations for future stormwater funding based on project type, funding sources, watersheds of concern, benefit-cost ratios, and nature-based solutions.

Recommendations must identify programmatic and administrative challenges, establish state-wide stormwater infrastructure objectives, and estimate funding increases needed to meet those objectives.

Effective date is February 1st of the year following the bill's enactment.
