Requires owners and operators of construction activities with a state pollutant discharge elimination system (SPDES) permit to submit a copy of the required public notice to affected counties and any counties whose waters may be impacted.

Mandates that each county receiving such notice make the public notice publicly available on its website in a manner prescribed by the state Department of Environmental Conservation.

Takes effect 180 days after becoming law, with authority granted for the department to promulgate necessary rules and regulations for implementation before the effective date.
