Governor may suspend or delay elections in municipalities upon issuing a state of emergency executive order or federal disaster declaration, with rescheduling to occur as soon as practicable under existing procedures.

Qualified voters whose polling locations are in areas affected by an emergency declaration issued within 14 days of an election may vote by absentee ballot, regardless of normal absentee voting restrictions.

Voters seeking to cast affidavit ballots during an emergency declaration need not affirm registration in their election district if registered anywhere in the affected county.

Absentee ballots cast under emergency provisions by voters registered in other counties must be transmitted to their home county board of elections for canvassing.

Act takes effect 180 days after enactment, with State Board of Elections authorized to promulgate implementing rules and regulations immediately.
