Directs the New York State Energy Research and Development Authority to study the feasibility of creating, storing, and transferring hydrogen energy to residential and commercial structures in municipalities with populations greater than 20,000.

Study must evaluate the ability of municipalities to power residential and commercial structures using hydrogen power and its effectiveness in supplementing or replacing electrical grids.

Study must analyze the costs of building hydrogen power plants, storing hydrogen-generated power, and transferring hydrogen power to residential and commercial structures in municipalities.

Authority must submit a report with findings, conclusions, recommendations, and legislative proposals to the governor and legislature within 15 months of the act's effective date.

Act takes effect immediately upon enactment.
