Creates a new presumption that family court must be open to the public, including news media, with access to all courtrooms, lobbies, waiting areas, and common areas.

Allows courts to exclude individuals only on a case-by-case basis when they determine exclusion is warranted, considering factors such as disruption risk, party objections, orderly administration of justice, privacy interests of children, and availability of less restrictive alternatives.

Requires courts to make a finding on the record before ordering exclusion of the general public or news media from any proceeding or part of a proceeding.

Authorizes courts to instruct news media representatives and others regarding courtroom conduct, seating assignments, and other matters affecting proceedings and safety of parties before the court.

Preserves the chief administrator of courts' authority to prevent release of sensitive information about persons, including children, with business before the court.
