Establishes new felony offense of "aggravated rape" (Class A felony) when a person engages in sexual intercourse while armed with a deadly weapon or dangerous instrument and intends to cause serious physical injury, with specified victim circumstances including victims under 11 or under 13 with perpetrator 18 or older.

Creates new Class A-I felony offenses: "rape of a child" (sexual intercourse with person under 12 or under 14 if perpetrator is 21+), "criminal sexual act against a child" (oral or anal sexual conduct with person under 12 or under 14 if perpetrator is 21+), and "aggravated sexual abuse of a child" (insertion of foreign object causing injury with similar age thresholds).

Establishes new Class A-I felony offense of "aggravated course of sexual conduct against a child" involving two or more sexual acts over three months with victims under 12 or under 14 (if perpetrator 21+), and prohibits subsequent prosecution for other sexual offenses involving the same victim during the same time period.

Sets mandatory minimum sentence of 20 years imprisonment for convictions of rape of a child, criminal sexual act against a child, aggravated sexual abuse of a child, or aggravated course of sexual conduct against a child; offenders cannot be released on parole until minimum sentence is served.

Repeals prior law allowing rape of a child under 11 and criminal sexual act with a child under 11 as separate statutory provisions; consolidates child sex offense laws under new unified statutory framework; effective November 1 following enactment.
