Amends Election Law Section 4-110 to prevent candidates found to have engaged in insurrection or rebellion against the United States, or given aid or comfort to enemies thereof, from being certified on ballots by the state board of elections.

Allows the disability to be removed if the United States Congress votes by two-thirds majority in each house to restore the candidate's eligibility.

Requires the state board of elections to refer the determination to the attorney general's office within twenty-four hours if the board cannot reach a finding on whether a candidate engaged in insurrection or rebellion.

Makes the attorney general's formal opinion conclusive on the matter unless overruled by a court of competent jurisdiction.

Takes effect immediately upon enactment.
