Creates a new crime (Class E felony) for creating or disseminating fabricated photographic, videographic, or audio records within 60 days of an election with intent to injure a candidate or unduly influence the election outcome

Defines "synthetic media" as still images, videos, or audio recordings that are highly authentic-appearing, manipulated or artificial (including deepfakes and AI-generated content), and depict scenarios that did not occur or were significantly altered

Exempts synthetic media created for political commentary, parody, artistic expression, or news reporting when not disseminated with intent to misrepresent authenticity

Exempts synthetic media where all depicted persons consented to its creation, or where dissemination is reasonably believed necessary to protect against serious bodily injury or death

Exempts initial platform dissemination of synthetic media not created by individuals directly affiliated with that platform
