Deems an application filed by Cynthia Adam on September 11, 2018 for conversion of service or disability retirement to accidental death benefits as timely filed, notwithstanding standard filing deadlines.

Applies to Paul C. Adam, a deceased department of environmental conservation employee who received service retirement in March 2013 and died September 8, 2015, relating to the 2001 World Trade Center disaster.

Allows conversion application that would normally be required within two years of the retiree's death under Retirement and Social Security Law Section 361, filed approximately 3 years after Paul Adam's death.

Directs the State of New York to bear all implementation costs, estimated at approximately $3.17 million as a one-time payment on March 1, 2025.

Takes effect immediately upon enactment.
