Removes the provision allowing the board of trustees to determine by local law or resolution that the board itself shall act as the board of assessors or appoint assessors from their own members.

Prohibits any member of the board of trustees or the mayor from being appointed as a member of the board of assessors for the same village.

Preserves the existing authority to consolidate the offices of clerk, treasurer, and assessor by resolution or local law.

Takes effect on January 1st of the year following enactment, with authority for agencies to adopt necessary rules and regulations immediately upon enactment.
