Changes the meeting date of New York's electors from the first Monday after the second Wednesday in December to the first Tuesday after the second Wednesday in December.

Requires the state board of elections to transmit one copy of the certified list of electors to the archivist of the United States by the most expeditious method available, replacing the previous requirement to send it to the administrator of general services by registered mail.

Directs the president of the electoral college to immediately transmit all certificates of vote simultaneously using the most expeditious method available, rather than on specified dates before the fourth Wednesday in December.

Adds an embossed seal of the state to the lists of electors as a security feature for verifying authenticity.

Updates references to the archivist of the United States in place of the administrator of general services for receiving and storing electoral certificates in accordance with federal law.
