Establishes a seven-member Latina suicide prevention task force to examine mental health and suicide prevention efforts for Latina New York residents, with members serving until two years after the act's effective date.

Appointments made by the governor (1), senate temporary president (1), senate minority leader (1), assembly speaker (1), assembly minority leader (1), and mental health commissioner (2), with all appointees required to have expertise in mental health/suicide prevention and knowledge of the Latina community.

Task force shall study current mental health practices, recommend improvements to increase effectiveness statewide, and determine reasons for high suicide rates among Latina residents.

Requires a preliminary report within 13 months and final report within 22 months of the effective date, including findings, conclusions, recommendations, and legislative proposals to implement recommendations.

Act takes effect 60 days after becoming law and automatically expires 2 years after that effective date.
