Amends Civil Service Law Section 52 to allow provisional appointees who receive permanent appointments to the same title to credit their provisional service time toward promotional examination qualifications and eligibility.

Provisional time credited under this provision applies only to meet term requirements for promotional examinations and resulting eligible list appointments, with no other uses permitted.

Maintains existing rule that provisional service in the position being promoted to or similar positions does not count toward promotion exam credit, but such time counts toward the employee's permanent position.

Updates outdated gendered language by replacing "his" with "such person's" in the civil service law.

Takes effect immediately upon enactment.
