Amends Chapter 461 of the Laws of 2017 to extend the expiration date of debarment reciprocity provisions from six years to nine years after the effective date.

Maintains the requirement that contractors or subcontractors debarred under federal Davis-Bacon Act provisions remain ineligible to bid on public works contracts as long as their names appear on the federal debarred contractors list, even after the act expires.

Applies only to public works bids and contracts solicited on or after the effective date and does not apply retroactively to previously issued or existing public works contracts with the state, municipal corporations, public benefit corporations, or public bodies.

Takes effect immediately upon enactment.
