Amends Executive Law Section 377 to include reuse of deconstructed building materials as a modern technical method to reduce construction costs without compromising health, safety, or security requirements.

Requires the New York State Uniform Code to establish standards for the use of solid-sawn lumber in construction and grading of used solid-sawn lumber to support zero on-site greenhouse gas emissions goals under the Climate Leadership and Community Protection Act.

Specifies that used solid-sawn lumber in good condition meeting code requirements shall be graded as spruce-pine-fir stud grade (if 2 inches thick and 6 inches or less wide) or hem-fir No. 2 grade (all other dimensional lumber), with structural properties assigned according to current adopted standards.

Directs the Secretary of State to develop a grading program for reclaimed wood for structural purposes in consultation with industry stakeholders, including standards for determining structural integrity and updates for technological advances and best practices.

Takes effect immediately upon enactment.
