Amends the definition of "public water supply system" in environmental conservation law to include potential inter-municipal sources of water located in impoundments within streams.

Classifies potential inter-municipal water supplies in stream impoundments and their immediate watersheds as AA water quality classification, providing the highest level of water quality protection.

Requires that potential inter-municipal water supplies in stream impoundments comply with water withdrawal permit requirements, including obtaining permits before any transfer or change of ownership and renewing permits every ten years.

Takes effect immediately upon enactment.
