Creates a new crime of "aggravated disorderly conduct" as a class A misdemeanor for obstructing vehicular or pedestrian traffic or preventing public access to buildings during unpermitted or unlawful protests, demonstrations, or assemblies with intent to cause public inconvenience, annoyance, or alarm.

Adds aggravated disorderly conduct to the list of "specified offenses" that qualify for enhanced penalties under hate crimes law in Penal Law section 485.05.

Designates aggravated disorderly conduct as a qualifying offense for detention without bail in Criminal Procedure Law sections 510.10, 530.20, and 530.40 for defendants charged while on prior release or awaiting arraignment for another felony or class A misdemeanor.

Effective immediately, except that one section takes effect on the same date as section 66 of chapter 777 of the laws of 2023.
