Prohibits counting signatures on designating petitions for U.S. House of Representatives and congressional district party positions made before February 29, 2024, while allowing earlier signatures for other offices and positions to be counted.

Freezes election district lines as of February 27, 2024, preventing changes except where congressional district boundary lines bisect an election district.

When an election district is bisected by a new congressional district boundary, designates the portion with the larger population to retain the original election district number, while the smaller portion receives a new number with no party positions elected in 2024.

Exempts newly created election districts from the 25% minimum election requirement for county committee composition in 2024.

Expires on December 31, 2024, with all provisions automatically repealed upon that date.
