Amends the Agriculture and Markets Law to expand the definition of "surplus agricultural products" to include New York-grown whole milk, two percent fat milk, and other farm-produced beverages (excluding alcoholic beverages).

Modifies the definition of "processed products" to include additional processing methods: pasteurizing and boiling, in addition to existing methods like butchering, freezing, and canning.

Maintains the requirement that processed products must contain at least 51 percent by weight or volume of agricultural products grown, produced, or harvested in New York state, regardless of where the final processing occurs.

Takes effect immediately upon enactment.
