Commissioner of the Office of Addiction Services and Supports shall develop a statewide certification process for entities providing in-home substance use disorder treatment services, with applicants required to meet regulatory standards under 14 NYCRR part 822.

Out-of-state applicants must be registered with the New York Department of State and maintain a physical address in New York.

Commissioner shall establish a local government consultation process limited to one prior meeting where applicants must present a needs assessment and service proposal.

Certified entities must provide individual, family, and group counseling as clinically indicated, plus admission assessments, safety plans, overdose and suicide risk monitoring, medication for addiction treatment, naloxone dispensation, and toxicology testing.

Commissioner must issue guidelines implementing this certification process no later than six months after the bill takes effect.
