Requires towers to clean up spilled oil, coolant, or gas at no additional charge, with cleanup services included in the towing fee; allows enlisting local fire department or hazmat teams for excessive spills.

Makes cleanup of damaged municipal property the responsibility of the applicable municipality, and requires municipal employees operating tow trucks to clean up debris including safety materials like flares.

Establishes civil penalties of $100 to $500 per violation enforced by the Attorney General or local government officials, with collected fines retained by municipalities; takes effect 30 days after becoming law.
