Beginning June 30, 2027, the Department of Motor Vehicles shall automatically register or pre-register eligible individuals who provide documentation of U.S. citizenship when applying for a driver's license, driver's license renewal, or state ID card.

Individuals automatically registered through DMV transactions shall receive notice by non-forwardable mail with a postage-paid form to decline registration; if they do not respond, they remain registered as of their DMV transaction date.

Beginning June 30, 2027, the Department of Health and county/city departments of social services shall automatically transmit voter registration information for Medicaid applicants and re-enrollees who are verified as U.S. citizens, with an option to decline transmission within 17 days of notice.

Applicants who do not provide citizenship documentation at DMV shall receive an integrated voter registration form requiring them to affirmatively select or decline registration as a condition of completing their transaction.

All designated agencies must provide voter registration information in multiple languages accessible to low-English proficiency voters, and the State Board of Elections shall publish monthly data reports on registrations, pre-registrations, and declinations.
