Establishes a comprehensive bill of rights for residents of continuing care retirement communities (CCRCs) including rights to full service fulfillment, contract inspection, and freedom of assembly.

Guarantees residents the right to establish and operate a residents' association with representation of at least three members on the CCRC's corporate governing board with full fiduciary duties.

Requires CCRCs to provide residents with semiannual management updates, annual financial disclosures, periodic certified actuary reports, and at least one month advance notice of fee changes with written response requirements.

Mandates open corporate board and committee meetings to residents except for discussions of personnel or personal health issues, and prohibits retaliation against residents for advocacy or board service.

Requires the health commissioner to designate a county ombudsman in each county to monitor compliance with the bill of rights and investigate resident complaints without fear of prejudice or recrimination; takes effect 90 days after enactment.
