Amends Penal Law § 240.31 to expand the definition of aggravated harassment in the first degree to include displaying Nazi symbols or symbols derived from Nazi Germany in public locations likely to cause harassment, annoyance, threat, alarm, or incite violence.

Removes the requirement that Nazi symbols be displayed on private property owned by specific persons or entities, and extends the prohibition to any public location display.

Adds "to incite violence" as an intent element for harassment based on protected characteristics including race, color, national origin, ancestry, gender, gender identity or expression, religion, religious practice, age, disability, or sexual orientation.

Maintains aggravated harassment in the first degree as a class E felony.

Takes effect on the thirtieth day after becoming law.
