Amends Town Law Section 23 to allow the comptroller and building inspector in the town of Chester, Orange County to reside anywhere in Orange County instead of being required to be town electors.

Amends Public Officers Law Section 3 to exempt Chester's comptroller and building inspector positions from state residency requirements, provided they reside in Orange County.

Applies only to the town of Chester; comptroller and building inspector positions in all other towns remain subject to existing elector and residency requirements unless changed by separate legislation.

Takes effect immediately upon enactment.
