Allows the city board, city-wide councils, and community councils to conduct required public meetings remotely by videoconference without physical presence of members or the public, provided they comply with specific requirements of Public Officers Law sections 103-a(2)(d), (f), (g), (h), and (i).

Permits school-based management teams to hold their required monthly meetings remotely by videoconference under the same Public Officers Law compliance requirements, while maintaining that meetings must still occur at times convenient for parent representatives.

Takes effect immediately upon enactment, with amendments to section 2590-b expiring when that section expires and amendments to section 2590-h being repealed when that section is repealed.
