Renames the General Education Development (GED) diploma to the "Excelsior high school diploma" throughout New York State education law and administrative codes.

Directs the Commissioner of Education to promulgate rules and regulations to implement the name change for the state high school equivalency diploma.

Updates references in the Correction Law to replace "GED" with "Excelsior high school diploma" in vocational and skills training facility programs for incarcerated individuals.

Modifies multiple sections of the New York City Administrative Code to reflect the new diploma name in workforce development, public assistance, and other city programs.

Takes effect ninety days after becoming law, with authorization for immediate rule-making by the Department of Education to implement the changes.
