Prohibits any person from knowingly importing, possessing with intent to sell, or selling any part or product of a kangaroo's skin or body for commercial purposes, including viscera, skin, hide, meat, or bones.

Makes it unlawful to direct another person to import, possess, or sell kangaroo products for commercial purposes.

Establishes civil penalties of up to $1,000 for the first offense and $5,000 for any subsequent violation.

Applies to four kangaroo species: red kangaroo (osphranter rufus), eastern grey kangaroo (macropus giganteus), western grey kangaroo (macropus fuliginosus), and common wallaroo (osphranter robustus).

Does not prohibit lawful disposition of a deceased kangaroo and does not limit other state or local animal welfare laws; takes effect 120 days after enactment.
