Allows foreign not-for-profit corporations to obtain a certificate of authority to do business in New York when engaged in engineering for tidal wetland restoration, freshwater wetland restoration, habitat restoration, groundwater recharge, or natural infrastructure projects.

Requires that business conducted by these not-for-profit corporations within the state relates to the stated conservation resources and must be conducted by a professional engineer.

Adds foreign not-for-profit corporations to the list of entities authorized to provide professional engineering, land surveying, or professional geology services upon obtaining a certificate of authorization from the department.

Amends the certificate of authorization provisions to include not-for-profit corporations eligible to provide professional engineering or land surveying services for a three-year term, subject to supervision by the Regents of the University of the State of New York.

Takes effect immediately upon enactment.
