Authorizes the State Liquor Authority to issue a temporary permit allowing a brewer to sell or offer beer once per year at two specified locations in Utica, Oneida County, after the property owner obtains a permit.

Permits beer sales beginning at 8:00 a.m. and ending at hours fixed under section 106 of the alcoholic beverage control law.

Exempts holders of this temporary permit from Sunday morning beer sales restrictions that normally prohibit sales before 10:00 a.m.

Exempts temporary permit holders from provisions of section 117-a of the alcoholic beverage control law.

Takes effect immediately upon enactment.
