Requires the Department of Health to produce a comprehensive report by April 1, 2025, examining the aggregate impact of hospital and hospital network closures on healthcare access across New York state.

Report must include statewide data on hospital locations and bed capacity by county/zip code, Medicare and Medicaid recipients, travel times between hospitals, closure history over five years, employment numbers by profession, and service volumes.

Directs the Department of Health to engage public health experts, labor representatives, community leaders, and residents in producing the report.

Requires the Department to identify and designate areas at risk of future closures as "distressed healthcare zones" and prioritize these zones for healthcare spending and certificate of need decisions.

Mandates successive reports every three years after the initial report, with findings presented in clear, publicly accessible language on the Department of Health website.
