Designates all personnel records of police officers, firefighters, correction officers, and certain peace officers as confidential and not subject to inspection without express written consent of the officer, except by lawful court order.

Requires judges to review all requests for law enforcement personnel records in a hearing where interested parties may be heard before issuing any court order for disclosure.

Mandates judges seal and review requested personnel records in camera and only release portions found to be relevant and material to the case before the court.

Exempts district attorneys, attorneys general, county attorneys, corporation counsel, town attorneys, village attorneys, grand juries, and government agencies acting in official functions from the confidentiality requirements.

Repeals related provisions from Public Officers Law sections 86, 87, and 89 regarding disclosure of law enforcement records.
