Increases annual training requirement for county planning board members from four to five hours per year.

Requires at least one hour of the annual training to focus on environmentally conscious planning, including climate leadership compliance, natural resource conservation, climate justice, and energy systems best practices.

Applies training requirement changes to planning boards and boards of appeals in cities (except those over one million population), towns, and villages.

Specifies that environmentally conscious planning training hours cannot be carried over to succeeding years, unlike other training hours.

Takes effect January 1st following enactment.
