Department must provide copies of all written materials related to revoking, suspending, or limiting an adult care facility's operating certificate to the governor, state comptroller, state attorney general, and relevant state assembly and senate members.

Department must concurrently deliver the same materials to county chief executives, presiding officers of local legislative bodies, and community boards (in cities with populations over one million).

Written materials are exempt from disclosure under the Public Officers Law, except that the department must post a summary on its website during the 30-day period before the hearing date.

Website posting must include a summary of violations, explanation of groups or individuals impacted by closure, and the facility operator's plan to ensure continued care for affected residents.

Act takes effect April 1 following enactment and applies to all adult care facility closures occurring on or after the effective date, including pending closures.
