Authorizes the Town of Kinderhook to discontinue parkland designation and sell approximately 5.99 acres to the Valatie Volunteer Rescue Squad, Inc. at fair market value for emergency medical services operations.

Requires the Town of Kinderhook to dedicate an amount equal to or greater than the fair market value of the transferred parkland towards acquiring new parklands or making capital improvements to existing park and recreational facilities.

Requires compliance with all federal requirements if the parkland previously received federal funding support, including obtaining approval from the Secretary of the Interior that replacement lands are equivalent in fair market value and usefulness.

Takes effect immediately upon enactment.
