Reduces public funds payment caps for assembly candidates from $175,000 to $145,000 in both primary and general elections.

Establishes objective criteria for determining when candidates face "competitive" opposition, including historical election margins, endorsements from elected officials, opponent's family political history, and self-funding amounts of $24,000 for senate or $10,000 for assembly races.

Requires all political communications funded by public campaign finance program participants to include disclosure stating "New York State Public Campaign Finance Program participant."

Creates a 30-day cure period for candidates to correct violations identified in post-election audits before formal findings of wrongdoing can be issued.
