Authorizes Lee Weinstein, a police officer with the town of Chester, to receive service credit under the special twenty-year retirement plan (section 384-d) for his employment with the village of Greenwood Lake from August 15, 2001 to September 6, 2005.

Requires both the village of Greenwood Lake and town of Chester to file resolutions with the state comptroller within one year of the act's effective date certifying that Weinstein did not bar himself from the retirement plan through his own negligence.

Allows Weinstein to elect coverage under section 384-d and receive full rights and benefits by filing a request with the state comptroller.

Requires the village of Greenwood Lake and town of Chester to bear all employer past service costs, which may be amortized over a ten-year period; immediate costs estimated at $411,000 and $24,000 respectively.

Takes effect immediately.
