Extends the period for adoptive parents to pay birth mother's reasonable expenses for housing, maternity clothing, child clothing, and transportation from 60 days prior to birth to 180 days prior to birth.

Increases the post-birth expense payment period from 30 days after birth to 45 days after birth, or 45 days after parental consent to adoption, whichever is later.

Allows courts to extend these time periods beyond the stated limits if exceptional circumstances are determined to exist in writing.

Maintains existing prohibitions on compensation for adoption services except through authorized agencies, and preserves restrictions on attorneys serving multiple parties in adoption proceedings.
