Amends Public Officers Law Section 103-a to allow members of advisory committees and subcommittees to attend meetings remotely via videoconferencing at the discretion of the public body.

Remote attendees via videoconferencing are considered present for purposes of meeting quorum requirements.

Requires at least one physical meeting location to remain available for public attendance, listening, and observation that meets all physical access requirements under Public Officers Law Section 103.

Takes effect immediately upon enactment.
