Requires all union free school districts, central school districts, central high school districts, and small city school districts that operate high schools to establish a process for designating at least one student as an ex officio member of the school board.

Eliminates the requirement for voter approval to establish student ex officio board membership; removes the restriction that student members must be seniors and reduces the prior attendance requirement from two years to one year.

Permits ex officio student members to sit at all public board meetings and hearings and participate in other board activities at the board's discretion, but prohibits them from voting, attending executive sessions, or receiving compensation.

Extends ex officio student membership requirements to Boards of Cooperative Educational Services (BOCES), with minimum requirements of one to three student members depending on the number of component districts.

Requires city school districts of Buffalo, Rochester, Syracuse, and Yonkers to establish processes for designating at least one student as an ex officio board member, with such students not counted toward the district's regular board member count.
