Amends Criminal Procedure Law Section 182.20 to add Monroe County to the list of counties where courts may permit electronic appearances in criminal actions.

Allows courts discretionary authority to dispense with personal defendant appearance (except at hearings or trials) when defendant consents on the record after consulting with counsel.

Requires the chief administrator of the courts to authorize use of electronic appearance in Monroe County before implementation.

Defendant consent must be obtained at the commencement of each electronic appearance.

Takes effect immediately upon enactment.
