Prohibits abrupt weaning (complete separation with no visual, audio, or physical contact) of foals before reaching four months of age for purposes of sale.

Prohibits purchase of foals under four months old or purchase of mares that gave birth within the past four months.

Prohibits sale of foals or mares unless the foal is in good health per veterinary assessment, up to date on preventative care, dewormed, and weaned onto alternative food sources (not solely dependent on mare's milk).

Establishes misdemeanor penalties: up to $1,000 per horse for individuals and $2,500 per horse for corporations on first violation; up to $2,000 per horse for individuals and $5,000 per horse for corporations on subsequent violations.

Takes effect immediately upon enactment.
