Authorizes the village of Port Chester to establish a residential parking permit system in the Washington Park neighborhood area to address parking scarcity and safety concerns in the second most densely populated municipality in Westchester County.

Defines the permit system area with specific geographic boundaries beginning at Franklin Street and the westerly village border, running through South Regent Street, Westchester Avenue, Pearl Street, and Boston Post Road to the southern border, but excludes state highways, Westchester Avenue, and Pearl Street from permit requirements.

Exempts streets with adjacent commercial/retail zoned properties from permit requirements and reserves at least 15 percent of parking spaces for non-residents with short-term parking of at least 90 minutes duration.

Requires the local law to exempt vehicles registered as disabled (section 404-a), specify permit hours and days of operation, set a fee schedule, and credit all fees to the village general fund.

Mandates a public hearing consistent with municipal home rule law procedures before any ordinance is adopted.
